Inauguration Ceremony of the SGMW × Hetong Certification European Certification Authorised Laboratory
Discussion on overseas witnessed testing details
For ECE regulatory certification, the laboratory has adopted a dual-track closed-loop model of "building internal capabilities and expanding external channels," achieving a leap from domestic compliance to international recognition.
Near-Full Coverage of Local Capabilities: The laboratory has obtained 275 CNAS-accredited test items, including 78 overseas ECE items. Through deep collaboration with Liuzhou National Inspection, local vehicle certification testing capability coverage in Liuzhou has reached 98%, laying a solid foundation for rapid export certification.
Efficient Coordination of Overseas Channels: Leveraging mature local testing capabilities and collaborating with Hetong Certification to open overseas witnessed testing channels. In April 2025, the first overseas witnessed test for the CN110V Middle East project was completed, reducing the certification cycle by more than 40%, truly achieving an efficient closed loop of "local testing + international recognition." Leveraging the universality of ECE regulations, equivalent recognition has been obtained in most countries across North America, South America, Asia, Africa, and beyond, providing robust compliance assurance for multi-regional market expansion.
Overseas crash test capabilities covering key markets
Centred on in-depth research into global automotive regulations, the laboratory has established a full-process promotion system of "identification-analysis-support," driving continuous iteration and upgrading of overseas compliance expertise.
Coverage of Key and High-Frequency Regulations: Focusing on the top 20 countries/regions for Chinese automotive exports, the laboratory has completed the identification and dynamic tracking of core regulations including Mexico NOM, Middle East GSO, and Australia ADR. Concurrently, it is advancing capability analysis for FMVSS and JASO certifications to broaden capability boundaries.
Forward-Looking Research on Regulatory Technologies: Leveraging the deep collaboration advantage with Hetong Certification, the laboratory regularly tracks overseas regulatory amendments and conducts professional forward-looking interpretations. In preparation for the upgrade to China's National Stage VII regulations, both parties will deepen expert exchanges and collaboration, focusing on strengthening technical capabilities in information security and functional safety, providing pre-emptive compliance assurance and technical support for product iteration and development.
Huang Xun, Chief Technology Officer for R&D Quality, emphasised that to shorten the export certification cycle, both parties must clarify their respective positions and cooperation goals, achieving complementary capabilities and technological catch-up through project collaboration in deep synergy. Guided by this principle, the New Energy Laboratory and Hetong Certification have innovated their collaboration model to address traditional overseas certification pain points, achieving dual improvements in efficiency and quality.
Process Optimisation and Proactive Planning: Traditional overseas certification faces challenges including cumbersome vehicle transportation, complex cross-agency coordination, and lengthy timelines. Through collaboration that opens overseas witnessed testing channels, overseas witnessed certification can now be completed at the local laboratory, significantly reducing transit time and logistics costs. Furthermore, by conducting advance solution debugging and simulation verification, potential issues can be identified and optimised beforehand, ensuring test conditions are perfectly aligned with compliance requirements.
International Talent Development: Leveraging strategic cooperation projects as a vehicle, the company is systematically cultivating a team of engineers well-versed in ECE regulations and overseas witnessed testing. Through ongoing project collaboration and knowledge accumulation, the international talent pipeline is being strengthened, achieving dual catch-up in both equipment capabilities and cutting-edge technologies.
Through its dual-track approach to strengthening ECE certification capabilities, collaborative development to unlock witnessed testing momentum, and forward-looking planning to build a global compliance system, the laboratory is firmly implementing SGMW's "Electrification, Digitalisation, and Globalisation" three-pronged strategy. Through deep cooperation with Hetong Certification, it has opened efficient channels for overseas certification, laying a solid quality foundation for global market expansion and fully safeguarding the company's globalisation journey.
